Rebuilding a home in Altadena after the Eaton Fire runs through Los Angeles County, not the City of Pasadena. Since August 2025 the County uses one unified Disaster Recovery Permit that routes zoning, building, fire, grading, and health review together. A like-for-like rebuild can grow by up to 10 percent or 200 square feet, whichever is greater, and skips current zoning rules. It still has to meet today's building, fire, and health codes. We plan the house, coordinate the plan set, and build it as one job with one schedule.

Permits and local rules

Home Remodeling in Altadena
A like-for-like rebuild is the fastest path, because it avoids current zoning review. Going bigger or changing the use means a regular review and more time. We lay out both paths for your lot so you can choose with real prices in hand.
How it works
Premier Hi-End Builders is a licensed Los Angeles general contractor for whole-home and multi-room remodels. One crew handles layout and structural changes, electrical, plumbing, and HVAC, kitchens and baths, flooring, windows, and paint on one schedule, with permits and a written price before demolition.
We walk every room, open the panel, and look at the plumbing and attic. The age of the systems decides half the budget, so we check them first.
Layout changes go to an engineer when walls come out. You see the plan, the selections, and the price for the whole house in one document.
We file with the right building department for your address and order long-lead items like cabinets, windows, and tile while plan check runs.
We handle demolition, framing, and the electrical, plumbing, and HVAC rough-in, then inspections, insulation, and drywall. Each trade starts when the last one passes inspection.
We install the cabinets, tile, floors, and doors, then paint. At the end we walk the whole house with you and fix any small items before we call it done.

FAQ
File a County Disaster Recovery Permit for a rebuild project, online through EPIC-LA or in person at the Altadena One-Stop Permit Center. Both phases of debris removal must be finished before the County issues the building permit.
The County targets the first review within 10 business days of a complete application, and resubmittals within 5 to 10 business days. Projects that go beyond like-for-like can take longer.
The County waives fees for qualifying owners rebuilding a single-family home in unincorporated LA County, if they owned and lived in the home before January 7, 2025. We confirm eligibility with the County when we file.
Usually layout changes, new electrical, plumbing, and HVAC, a kitchen, one or more baths, flooring through the house, windows and doors, and paint inside and out. We set the exact list on the walkthrough. Some owners add a home addition or an ADU in the same project.
Our Encino full remodel of about 1,200 square feet took about three and a half months from plan submittal to final paint. Larger homes, structural work, or slow plan check add time. You get a date range in writing.
